Job Function / Scope

Main areas of concern:
Federal (USCG-DOT-OSHA-EPA-etc.) State and Local agency compliance and keeping current in all legislative changes.
Serve as a liaison between the company and customers as needed.
Maintain a positive relationship with all law enforcement agencies and Regulatory officials.
Developing, recommending and implementing effective HSEQ strategies (T-SAP, JSA’s, Quality program and Safety incentive program).
Assist Operations in the development and implementation of risk management plans.
Serving as a positive organizational and departmental representative by exhibiting role-model safety behaviors.
Liaison with customer/supplier/vendors regarding quality programs and audits.

Roles and Responsibilities / Accountability

Maintain a professional attitude. Facilitate current training programs, and institute changes, when needed. Monitor and reduce all losses, by ensuring that all employees and independent contractors of L&L comply with safety policies and procedures.

Key areas of responsibility will include:
Visit facilities on a regular basis.
Monitor and evaluate safety and quality programs.
Must fulfill routine/emergency “on-call” duties/responsibilities.
Heavy travel is required, but the travel requirements may vary from day-to-day or week-to-week.
Hold periodic safety meetings as deemed necessary.
Conduct/facilitate safety and/or quality training as needed.
Ensure fleet safety compliance through inspection, observation, and audit of equipment, drivers’ logs, skills and techniques.
Investigation into, analysis of, and recommendations regarding safety-related accidents, injuries, and incidents.
Maintain a record of such incident/accidents, ensuring that relevant notification and follow-up to statutory authorities is carried out within the required timescale.
Write/update procedures as needed and conduct internal audits.

Performance Measures

Detailed goals and objectives will be established and agreed upon each year and actual performance will be measured against achievement of these goals:
Improvement in safety, quality and loss prevention performance.
Safety regulation compliance.
Manage perceptions of internal and external customers, employees and independent contractors.
Professional expertise and development.

7.
Qualifications / Experience

Knowledge/Understanding of USCG, EPA, etc. Regulations as applicable to industry.
Knowledge of DOT-FWHA commercial motor vehicle and operator safety regulations, including the transportation of hazardous materials.
Have experience in both commercial motor vehicle accident investigation and work-related injury investigation.
Standardized procedure development.

Specific Requirements / Competencies
Excellent communication skills, written and verbal, meticulous and detail oriented.
Possess effective training and supervisory skills.
Experience with writing/auditing policies and procedures.
Must have the ability to evaluate and create specific training programs as the need arises.
Use appropriate interpersonal styles and communication skills to gain acceptance of an idea, plan, or activity.
