POSITION PURPOSE: Works with a high degree of autonomy and independence with executive sponsors and/or business owners and leads business critical project/program teams to deliver a broad range of organizational projects (Corporate and or IT strategic, regulatory compliance, business transformation, or tactical) that can be highly complex, large in size and/or scope or and typically involving multiple core business areas. Responsibilities will likely include oversight of IT development, maintenance, and/or integration migration of a major, multi-divisional/corporate business application. Assigned projects or programs are highly visible, highly complex and operate in a tightly constrained environment. Working independently, this position is responsible for the identification, interpretation, and clarification of critical business requirements and the formulation of policy, which typically supports multiple divisions and independent business units. Manages timely implementation of multiple corporate projects, responsible for acting as the focal point; interfaces routinely with all levels of technical and business management throughout the corporation. Also responsible for ensuring that all assigned projects/programs are sufficiently planned, prioritized, tracked, remain within budget when applicable, and yield expected outcomes. Managed projects/programs are expected to result in a high degree of client/customer satisfaction. Provides mentoring and assists with the skill development of other senior level PMO personnel.
Accountable for complying with all laws and regulations associated with duties and responsibilities.
NATURE AND SCOPE: Primary responsibilities include planning and managing all phases of the project lifecycle using COMPANY's adopted project management processes and procedures to meet organizational and/or departmental goals and project specific time and quality goals. Plays an active role in raising the project management acumen of COMPANY’s operational areas.
This position reports to Director, Project Management Office.
ACTIVITIES OF DIRECT REPORTS: This position has no direct reports. Provides and is accountable for direction to 4 to 10 professionals ranging from junior to senior level staff. Oversees project/program related third party vendor engagement and performance
QUALIFICATIONS: Bachelor's degree in Computer Science, Project Management or related field required with highly advanced understanding of business operations, computer systems, hardware and software concepts, and core business applications. Minimum of 10 years experience, including at least three years leading senior level type assignments, in planning and implementing projects including developing scope, goals, work plans, timelines, implementation strategies and measurement processes for assessing progress toward goals and project outcomes to include one year of senior level project management experience including experience managing multiple large corporate level projects and/or highly complex multi-department corporate projects.
Must have PMP certification.
Requires a very high level working knowledge of information technology concepts, practices, terminology, and standards, with ability to actively conduct and/or engage in hardware and software related discussions relative to all assigned projects. Includes demonstrated ability to interpret and translate technical and/or or complex concepts into information meaningful to project team members and/or business personnel. Requires advanced knowledge of current technology deployment management and control concepts.
Ability to analyze program objectives and organize a complex program, lead and motivate multiple interdependent and multidiscipline project teams (e.g. 20 or more participants) and facilitate development of an effective team oriented work group required.
Ability to negotiate, define, interpret plan/policy requirements and present viable options to senior level corporate management.
Superior analytical and problem solving skills supported by equally strong critical thinking skills required. Must have extended experience in interpreting and translating technical and/or or complex material into information meaningful to project team members and/or business personnel. Includes ability to identify, define, quantify and resolve significant highly complex technical and management issues.
Must have exceptional interpersonal, oral and written communication skills and the ability to support the Business Owner with the presentation of business cases and/or other project related matters to Senior Management. Interfaces with business and/or IT management frequently on topics ranging from simple to highly complex.
Competently demonstrates senior level, polished presentation and facilitation skills when working with key stakeholders and management including executive management. Must be able to work proficiently in a fast-paced demanding environment. Consistently demonstrates highly organized personal and project-related work skills.
ACCOUNTABILITIES: Competently able to plan, track and provide a high level of overall program/project management so all assignments including those large in size and/or scope and high in complexity, can be bought to a successful outcome. Schedules, leads and facilitates project team meetings maintaining agendas, attendance records and takeaways from the meetings or leads activities and scheduling of program related project teams. Coordinates activities between cross-functional teams within a program or across projects to identify challenges, makes recommendations to resolve and ensures resolution implementation. Efficiently coordinates tasks and deliverables between internal and external project teams and outside vendors.
High level ability to anticipate/identify program/project risks and issues in advance and implements necessary strategies to circumvent and/or resolve minimizing impact to project activities.
Manages program/project according to staffing management plan, resulting in resource planning and allocation sufficient to deliver desired outcomes on time and within applicable budget.
Assists program/project owners in gathering and documenting business requirements for projects.
Responsible for ensuring program/project related communication channels are proactively and effectively managed so needed information is disseminated to the appropriate stakeholders at the appropriate time.
Provides consolidated program and/or project related updates to PMO director, team members, business owner and/or executive sponsor as required by plan or by developing circumstances.
Ensures proper advanced notifications of status changes are made with business owners, executive sponsors and Project Management Office management.
Acts as a liaison among business, technical and other personnel responsible for program/project tasks. Advanced ability to explain and/or discuss highly complex technical and/or business concepts and practices.
Ensures adherence to adopted organization processes and lifecycles to ensure that applicable business and functional requirements are understood, agreed to, can be traced to measurable success criteria to ensure favorable results.
Creates and maintains documentation related to the management of a program/project including but not limited to: Project Charter, Scope, Decision Memos, Service Level Agreement, Project Schedule, Status Reports/Scorecard, Issues and Lessons Learned.
Translates requirements and tasks associated with the program/project into a schedule with an appropriate timeline; maintain the baselined schedule accurately throughout the life of the program/project.
Monitors program/project accomplishments and proactively makes decisions regarding changes to scorecard status indicators (e.g. milestones, resources, and budget)
Identifies and initiates proactive measures to mitigate risks that threaten scope or timelines
Manages program/project related performance and participation of team members and addresses individual issues with appropriate business manager when required to ensure the team performance produces high quality and consistent results.
Provides clear roles and responsibility definitions, adjusted to specific program or project requirements as necessary, for key team participants.
Ensures specific participant roles and responsibilities are understood and manages role compliance throughout the assignment.
With little involvement and support from PMO management, makes decision regarding retention or replacement of program or project team members when necessary and handles communications with appropriate business managers.
Compiles and reports on team member progress related to assigned tasks. Manages program/project activities using Project Management best practices in team development resulting in enhanced team performance and consistent record of successful outcomes
Represents the Project Management Office in a positive, professional and enthusiastic manner when working with both internal and external clients to establish and maintain the integrity, customer confidence and respect needed to effectively support the program/project management needs of the organization.
Maintains a professional demeanor with team members, assignment stakeholders and fellow staff by demonstrating assistance to others, competent situational judgment and decision making and confidentiality management.
Actively pursues personal leadership development to ensure professional growth; consistently demonstrates a high level of quality results and maintains expected productivity objectives.

Responsible for the oversight of all monthly balance sheet reconciliations to ensure accurate presentation of financial results.
Responsible for the research of new Generally Accepted Accounting principles (GAAP) to determine if applicable to the various companies within Blue Cross.
Responsible for the financial statement recording of complex accounting transactions to ensure accurate presentation of financial results.
This position reports to the Director of Financial Reporting.

• Have experience preferably in the Banking/Finance or Energy sectors with a degree
• Be confident in the set up of functions and processes and be able to question current procedures with a focus on continuous process improvement
• Work with minimal supervision and maintain confidentiality of client material
• Have the ability to prioritize and problem solve, and deliver high level of quality service to clients on a daily basis under tight timeframes

The Senior Director, Fraud Prevention and Compliance is responsible for establishing and maintaining effective best practices for fraud prevention and detection, security management and compliance monitoring.. Reporting directly to the Vice President, Head of Risk Management, you will be our primary liaison with local, state, and federal law enforcement.
Management Responsibilities:
• Implement and perform ongoing review of fraud prevention, detection, and security management policies to ensure robust procedures are in place to protect the Exchange, its assets (physical, personnel, data, systems, etc) and its customers
• Effectively coordinate with all areas to develop efficient processes to identify and detect potential fraudulent activity through in depth analysis of customer accounts, trading and remittance activities
• Continuously enhance internal data, informational and network security programs including deployment of best in class technology based solutions. This requires effective interaction with Technology and IT Management
• Review and evaluate customer security and privacy measures on an ongoing basis and monitor for compliance with industry best practices
• As an active member of the emergency response team, evaluate and ensure effective periodic testing of business and incident response plans is performed
• Maintain and enhance security breach response program
• Implement an effective audit and accountability program to assess and ensure compliance with Member Agreements, Rules and Procedures and internal playbooks in the Operations areas
• Design and implement an ongoing internal training program to identify, report, mitigate and prevent fraud
• Continuously monitor industry fraud detection and prevention and other security related best practices including attendance at industry seminars, developing a network of industry contacts and performing on-site visits to best in class companies
• Develop and maintain streamlined and timely communication lines for fraud or other security related risks, events and trends to senior and executive management
• Conduct internal/external investigations of high risk compliance matters, financial fraud and other sensitive/internal matters
Requirements:
Candidates should be credentialed in multiple aspects of fraud prevention and detection through formal training and professional application. Experience with, or exposure to, advanced qualitative and quantitative fraud detection and prevention methods strongly preferred. The ideal candidate will have:
• 8+ years previous experience in fraud prevention at a financial institution or financial services company
Bachelor's degree required

Our client company has a long term growth plans for this financial services company and seeking only the most talented and driven IT professional to join their team.
The Senior Director, Fraud Prevention and Compliance is responsible for establishing and maintaining effective best practices for fraud prevention and detection, security management and compliance monitoring.. Reporting directly to the Vice President, Head of Risk Management, you will be our primary liaison with local, state, and federal law enforcement.
Management Responsibilities:
• Implement and perform ongoing review of fraud prevention, detection, and security management policies to ensure robust procedures are in place to protect the Exchange, its assets (physical, personnel, data, systems, etc) and its customers
• Effectively coordinate with all areas to develop efficient processes to identify and detect potential fraudulent activity through in depth analysis of customer accounts, trading and remittance activities
• Continuously enhance internal data, informational and network security programs including deployment of best in class technology based solutions. This requires effective interaction with Technology and IT Management
• Review and evaluate customer security and privacy measures on an ongoing basis and monitor for compliance with industry best practices
• As an active member of the emergency response team, evaluate and ensure effective periodic testing of business and incident response plans is performed
• Maintain and enhance security breach response program
• Implement an effective audit and accountability program to assess and ensure compliance with Member Agreements, Rules and Procedures and internal playbooks in the Operations areas
• Design and implement an ongoing internal training program to identify, report, mitigate and prevent fraud
• Continuously monitor industry fraud detection and prevention and other security related best practices including attendance at industry seminars, developing a network of industry contacts and performing on-site visits to best in class companies
• Develop and maintain streamlined and timely communication lines for fraud or other security related risks, events and trends to senior and executive management
• Conduct internal/external investigations of high risk compliance matters, financial fraud and other sensitive/internal matters
Requirements:
Candidates should be credentialed in multiple aspects of fraud prevention and detection through formal training and professional application. Experience with, or exposure to, advanced qualitative and quantitative fraud detection and prevention methods strongly preferred. The ideal candidate will have:
• 8+ years previous experience in fraud prevention at a financial institution or financial services company
Bachelor's degree required
