Minimum Requirements:
· Minimum of 4 years sales experience with at least 1 year of inside sales. This includes a proven track record of consultative selling, setting appointments, giving presentations and closing.
· Results-oriented professional with self confidence, perseverance, a sense of urgency and a dynamic personality.
· Able to develop qualified leads as well as continue existing client relationships.
· Prior experience and achievement working in an organization that provides monthly and annual production targets based on individual performance quotas.
· Excellent communication and presentation skills, including strong telephone and client communications. Successful producers are proven to succeed on the phone.
· Recruiting and inside sales is strongly preferred but not required.
· Self/money-motivated
· Goal driven, thrive in a fast-paced environment

Summary:

Assists the Health Plan President and CEO in the fiscal and operational management of the Health Plan. Serves as the liaison to all Virginia Beach support services. Have local responsibility for network development, provider partnerships, provider relations, and quality management programs, performance management/improvement, budgets, complaints and appeals, monthly financials, and reporting. Responsible for identifying, developing and implementing best practices and coordinating implementation of Health Plan initiatives. Work collaboratively with Health Plan Services, HP SME?s and Home Office SME?s.

Responsibilities:
1. Establish objectives and annual goals in conjunction with the Health Plan CEO/COO, Health Plan Operations, and key initiatives.
2. Facilitate Plan requirements with Corporate initiatives; promote Plan concerns and enhance communications between respective business owners.
3. Analyze, evaluate and implement best practices.
4. Support Plan Executive Management teams by monitoring plan performance; analyze for gaps and opportunities for OpEx.
5. Manage assigned projects including the development of business processes, workflows and training programs to assist the Health Plans in improving their Operational Excellence.
6. Provide leadership for Health Plan Operational Excellence programs.
7. Develop and implement tools for monitoring and evaluating performance objectives.
8. Coordinate implementation of Health Plan initiatives.
9. Recognizes and utilizes appropriate channels for communication, encourages two-way communication with Plan and Home Office staff to participate in creative program development resulting in improved efficiency and enhanced job performance.
10. Serves as the liaison to all support services, Claims, Enrollment, MPS, Finance, Business Control, Med/Finance, Regulatory Compliance, IT, etc., in Virginia Beach. Participates in cross-company operational activities on an ad hoc (e.g., Service Center Audits) and ongoing (e.g., MOR; QOR) basis.
11. Develops and manages provider contracts and partnerships to achieve quality, cost management, and strategic business development objectives; develops and negotiates strategic provider contracts on behalf of the Plan.
12. Responsible for and leads the Plans performance management/earnings improvement activities. Assists in developing policy and programs to achieve business results through effective financial management.
13. Assists CEO with development of the Plan?s annual administrative, medical, and capital budget process.
14. Assists CEO with management of monthly reporting and review of financials/accruals.
15. Appeals Grievances: Responsible for the Plan?s complaint, appeals, pended claims, and claims research functions.
16. Other Duties as Assigned.


Qualifications:

EDUCATION:
Required: Bachelors degree in Accounting, Finance or Business.
Preferred: Advanced Degree in a related field.


EXPERIENCE:
Required:
· Ten years of in-depth experience in the HMO/healthcare field.
· Five years project management/program implementation experience in the Health Plan environments.
· Five years of successful management experience.

Summary:

The VP Finance (Plan) is responsible for owning, managing, and driving the budgeting, forecasting, and financial analysis functions of the health plan or region to ensure the achievement of membership, premium, medical expense, gross margin, and local SG&A goals on a quarterly and annual basis. Major activities owned by this position include the annual budget, quarterly forecasts, financial statement analysis and interpretation, ownership of the ACT process to maximize gross margin, and participation in the premium rate-setting process. The VP will work collaboratively with health plan and corporate management in all areas of responsibility to ensure the organization is focused on current results vs. budget, current financial performance trends, and the identification and execution of initiatives to properly manage revenue, medical, gross margin, and SG&A to plan.

Responsibilities:

· Own topline, medical expense, and local/direct SG&A portions of annual budget process & quarterly forecasts.

· Drive process with Plan leadership in conjunction with CEO/COO.

· Conduct/coordinate all analysis required for membership, premium yield, medical expense, and local/direct admin by product.

· Provide all required files to Home Office Finance departments within required timeframes.

· Provide updated topline and medical projections as needed by the Home Office due to material changes in the business environment (new membership, new product, new provider contract, etc.).

· On a monthly and quarterly basis, provide necessary information to Actuarial for the medical accruals including:

o Large cases not in claim experience

o Major contract changes not in claim experience

o Other utilization or unit cost events not in claim experience

· Full participation in monthly operational meetings, financial statement meetings, and medical accrual meetings.

· On a quarterly basis, provide all necessary information for the other known liabilities, including detailed analysis for auditor review, within required timelines of close process.

· On a monthly basis, analyze, interpret, and communicate financial statement and medical accrual results to plan leadership for the month, quarter-to-date, and year-to-date.

o Identify and explain all variances to budget/forecast.

o Identify trends & key drivers in revenue and medical and roll them into ACT process for action.

o Assess impact on quarterly and full year budget/forecast targets for topline, medical expenses, gross margin, HBR, and pre-tax/pre-corporate earnings.

· Own the ACT program and ensure its success for the health plan in achieving revenue, medical, and gross margin targets on a quarterly and annual basis according to budget/forecast.

· Conduct and manage all required analysis for the ACT program.

o Identify, assess, document, and monitor all opportunities to maximize revenue and manage medical expenses to budget/forecast through membership, premium rate, unit cost, utilization, and cost containment initiatives.

o Ensure 150% of gross margin gap to budget/forecast is explained at all times.

o Fully utilize process tools and methodologies in accordance with Corporate standards.


· Fully engage with other Plans and Home Office departments to identify, define, and use standard tools and analytical approaches, including use of common data sets. Interaction with Medical Finance, Finance, Medical Management, Claims, Cost Containment, Provider Service Operations, and Premium Reconciliation is expected.

· Participate and contribute to ?Best Practice? forums with other Plans and Home Office to share initiative successes, share lessoned learned, identify best practices across the company, and identify new initiatives not currently implemented at the Plan.

· Monitor monthly cost containment activity, including investigation and resolution of adverse changes in collection activity.

· Provide direction to Cost Containment Unit for additional expense savings opportunities not taken.

· Monitor monthly claims production, including investigation and resolution of adverse changes in production statistics and their impact on medical accrual estimates.

· Monitor monthly supplemental revenue collections such as Maternity kick payments, Newborn kick payment, and reimbursable drugs, including investigation and resolution of adverse changes in collection activity.

· Monitor, analyze, and report any variances for local and direct administration expenses.

· Identify and drive opportunities for savings with Plan leadership on a monthly basis.

· Work with Actuarial to understand key drivers of the premium development for each product.

· Identify and monitor the assumptions and issues in the rate methodology that drive financial success including trend, populations covered, benefits covered, unit cost assumptions, risk adjustment, birth rates, newborn enrollment rules, special populations (i.e. AIDS/HIV), utilization assumptions, and program changes.

· Communicate to key Plan leadership and ensure they understand the drivers of success underneath the premium rates.

· Monitor performance against quantifiable drivers of premium rates and resolve adverse variances as they arise

Qualifications:

Required: MBA or CPA.

Required: 12+ years Managed Care Finance, Accounting, or Actuarial experience in a leadership role in a health plan and at least 5 years leadership management experience.

Specific Technical Skills

Required: Proficient in Microsoft Windows environment including the Office suite of products, proficiency with database programs such as Microsoft Access, advanced skills in Microsoft Excel, advanced analytical skills, and excellent communication skills.

Preferred: Hyperion Pillar, SPSS or equivalent, SQL

Position Summary: Meet with clients to gather contract information, interview clients, and works with Director, Supplier Auditing to determine when and what audit approach is necessary to effectively validate the contract of the clients’ suppliers. Contacts the suppliers to explain the audit process, set the audit date, and assemble the audit book as well as schedule all audits.



Essential Duties and Responsibilities:

· Maintain various databases and schedules to support the supplier auditing group.

· Ensure contract information is complete (all amendments received, signed copies received, etc.)

· Reviews supplier contracts and contractual intent to help prepare the auditor book.

· Send out various correspondences to clients and suppliers, such as buyer questionnaires, data requisitions, surveys, etc.

· Interviews (along with Director, Supplier Auditing) key stakeholders to determine contract understanding and intent.

· Identifies and documents potential areas of risk exposure from the client interview and contracts to prepare the auditors for the upcoming contract compliance review.

· Coordinate sending of the opening letter and data request letter via the client’s letterhead.

· Works with IT to obtain a database or sample of invoices from a population from the supplier

· Prepares reports for internal management and clients concerning the schedule of audits, potential audit candidates, and post potential/actual audit recovery amounts.

· Maintains the positive client and supplier relationships.

Ability to read, analyze, and interpret information from a variety of business process systems (e.g., Peoplesoft, SAP, JD Edwards, Oracle, etc.). Ability to clearly assemble audit guidelines and contract information in prescribed style and format. Ability to effectively present information to senior management in client and supplier organizations.



Traveling Demands:

Required to spend 5% of time traveling to client facilities to conduct duties of position.

Arranges for and facilitates provision of accommodations and services such as airfare, baggage handling, dining and lodging facilities, local travel (taxi’s) for self while traveling to customer and supplier locations.

• Minimum of 2 years experience developing (preferably Selenium RC)
• Solid knowledge of Agile QA practices
• Knowledge and experience with web application architecture and testing
• Superior organizational, written communication and verbal communication skills
• A strong desire to invest in and contribute to higher quality products
• Strong ability to prioritize tasks
• Flexible and positive team-player
• Programming experience (preferably Ruby)
• Cross platform and browser testing experience with Safari, Firefox, IE, and Chrome browsers
• Familiarity with unit testing, e.g. rspec, test::unit
• Experience with load/performance/stress testing

Our client company has a long term growth plans for this technology company and is seeking only the most talented and driven professional to join their team.

Summary: Develops Ruby on Rails Web Services for use in high transaction volume application. Consume 3rd party web services and create web services with documentation.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

• Writing Rails 3.0 code using standard Rails 3.0 conventions and API’s.
• Optimize performance and stability of application infrastructure.
• Defining, implementing, maintaining web service API.
• Write unit and functional tests to support new code features.
• Translate business requirements into code.
• Writing and tuning SQL queries.

Competency:
• Website development using Rails 2 or later or Java technologies.
• Able to write strong, scalable code for high transaction websites.
• Experience with source control systems such as Subversion.
• Experience with *nix shell and ability to manage Apache/Rails/Postgres stack.
• SQL experience.
• Strong understanding of OOP fundamentals and Design Pattern concepts.
• 5 years experience building web applications.

Preferred:
• Postgres experience.
• Rails 3.0 experience.

Goals:
• Displays proficiency in software platforms and programming languages.
• Creates HTML/Java Scripts adhering to industry standards and displaying/working correctly across all browsers required by the partner/project.
• Expand knowledge of technical tools.
• Complete assigned tasks on time and accurately
• Follow system requirement and design documents while developing, debugging, maintaining and improving system features.
• Apply testing to all developed code prior to sending to QA Team.
• Work with quality assurance team so as to provide stable, reliable and expandable products.
• Collaborate with other members of the staff to resolve technical issues.
• Work with lead developers to build understanding of iSeatz technical platform.

Education/Experience:
